As of February, refunds by paper check have been discontinued. This process does not impact how an importer chooses to remit duties and taxes; it applies solely to refunds. By default, all refunds of duties and taxes are paid to the importer of record.
President Trump issued an Executive Order on May 1 that sharply escalated U.S. sanctions against Cuba. The reach of these sanctions has been greatly expanded, now allowing the U.S. to penalize non-U.S. entities doing business with Cuba. Foreign financial institutions risk being cut off from the U.S. banking system if they facilitate transactions with sanctioned Cuban entities, such as GAESA, a military conglomerate that has been newly designated as a Specially Designated National.
Global air cargo markets are beginning to stabilize following disruptions caused by the war in the Middle East, as returning capacity and seasonal demand factors increasingly outweigh conflict-driven volatility. Ongoing concerns over fuel supply, particularly disruptions around the Strait of Hormuz, continue to pressure carriers, with jet fuel prices surging to record highs and operating costs remaining difficult to absorb. Improving cargo capacity and stabilizing market conditions are providing cautious optimism, with expectations that spot rates could gradually ease if fuel shortages and geopolitical tensions do not worsen further.

Blank sailings increased in late April and early May to balance a temporary slowdown in demand during Asia’s May 1 labor holidays. Capacity has now tightened, and instances of rollovers have increased. Feeder routes from Southeast Asia to major transshipment hubs such as Singapore, Korea, China, and Taiwan are also facing moderate space constraints as carriers adjust their networks.
