International trade into the U.S. is experiencing an unprecedented wave of volatility, driven by shifting tariff policies, constrained freight capacity, and ongoing geopolitical tensions. Ocean freight is feeling the most pressure as shippers scramble to move goods before the July 9th tariff deadline. While U.S. ports remain stable, the broader transportation network is under strain. In the air, international freight is facing added challenges, with airspace restrictions stemming from the Israel–Iran conflict leading to longer, costlier reroutes. At the same time, freight volumes at the U.S.–Mexico border continue to fluctuate, underscoring the reactive posture businesses must maintain in today’s fast-changing trade landscape.
July is typically a month of summer sun and celebration—but this year, alongside the fireworks and burgers, expect some chatter about tariffs and their potential impact on holiday shopping. Goods currently in transit may be directly affected. In June, we saw rate increases on certain steel items and an expansion of their scope. July could bring even broader implications.
Reciprocal tariffs by country—the ones shown in the White House lawn charts—are currently under a 90-day pause set to expire on July 9. This pause was intended to give time for trade agreements to be reached; for countries without finalized agreements, the original rates may return. The UK and China are two key examples, with negotiations at various stages. Notably, the UK and U.S. are also working toward a July 9 deadline to finalize steel trade terms. Meanwhile, China is under a separate reciprocal pause, delaying the 125% rate until August 12 while further details are hammered out.
Looking further ahead, the appeal hearing on the two IEEPA tariffs (fentanyl-related and reciprocal) will begin on July 31. At stake is the future of several tariff rates: the IEEPA-imposed 20% on China, 25% on Mexico and Canada, and the current 10% global reciprocal tariffs. Earlier this month, the Court of International Trade ruled these tariffs exceeded presidential authority—setting the stage for a high-stakes legal battle.
