Concerns about additional shipping disruptions in the Middle East continue to swirl, as Iran has warned that it would fully block all exports and imports across the Persian Gulf, Sea of Oman, and the Red Sea if the U.S. does not lift its blockade on the Strait of Hormuz. Meanwhile, retail revenue increased 0.4% in March from February (First Quarter 2026 rose 6% year-on-year), and U.S. consumer spending has risen for six consecutive months. Spending increased in eight of the nine categories; the only category that declined is building and garden supply.

On Monday morning, the CAPE system for processing IEEPA refunds is set to go live in the ACE portal. Webinars are underway, and discussions are active around expectations. What is clear are the parameters for Phase 1: within 80 days post-liquidation. What remains unclear is how validation and review will work. What supporting documents could be requested, and what level of audit review will occur before issuing a refund.
