HTS Expansion & New 232 Rates

There is no longer such a thing as a “one HTS line.” For decades, the norm was one HTS code per line, with only the occasional exception—such as watches, clothing sets, or a returned shipment using a Chapter 98 HTS. Beginning in 2018–2020, we saw the addition of HTS numbers to reflect Section 301 and 232 tariffs. Now in 2025, we face an influx of new codes tied to IEEPA tariffs and their exclusions.

A single article from China can now easily require six or seven HTS numbers—pushing the limits of a system originally designed to accept only eight. U.S. Customs has announced that, effective June 28, up to 16 HTS numbers may be transmitted on a single entry summary line—a technical milestone we collectively hope never to fully utilize.

While brokers and importers may shiver at the thought of more tariff programs, the Bureau of Industry and Security (BIS) and U.S. Customs continue to impose duties on steel and aluminum products. Earlier this month, many of these goods saw an increase from the original 25% tariff to 50%. This included not just foils, bars, and wires, but also more advanced items used in machinery and computer components. These increases reflect updates to the 232 list made in March.

BIS also announced that, effective June 23, a 50% steel 232 tariff will apply to a new set of HTS numbers—primarily targeting appliances such as washing machines, dryers, dishwashers, cooking stoves, and waste disposals. Welded wire racks under HTS 9403.99.9020, already subject to aluminum tariffs, are also included.

Ongoing investigations include copper, timber and lumber, and pharmaceuticals—with the latest case launched on commercial aircraft and jet engines.
