Today, we pause to honor and remember the tragic attacks that took place on September 11, 2001. Thousands of lives were lost, countless families shattered, and our nation forever changed.

In the days that followed, the country stood still. Our industry, like so many others, felt the weight of that moment as airspace closed, supply chains halted, and new safeguards reshaped the way we move goods and people around the world. Yet even in that stillness, we witnessed the strength of first responders, the compassion of strangers, and the resilience of communities coming together. As we honor the memory of those we lost, we also reflect on the unity and courage that continue to carry us forward.

We will never forget.

Compliance

While making changes to the Annex II exclusion, which relieves certain HTS from the country-by-country reciprocal tariff, President Trump also introduced Annex III (starting on page 38): “All products that are properly classified in the provisions of the Harmonized Tariff Schedule of the United States (HTSUS) that are listed in this Annex are potentially eligible to be exempted from duties imposed by Executive Order 14257.” The list is symbolic of articles identified for exclusion in draft trade agreements, including agricultural, pharmaceutical, and chemical products. Many HTS listed are excluded only under the scope of aircraft or pharmaceutical categories. The EO permits the Secretary of Commerce and U.S. Customs to allow items on the list to be reciprocally duty-free once trade agreements are finalized, as appropriate, on a per-country basis. No further guidance has been issued but is anticipated as agreements are finalized.
