As data slowly emerges on the management of reciprocal tariffs, many importers have secured a small win. The 10% tariffs took effect this morning for goods not already in transit by midnight, leaving providers working around the clock to operationalize the changes.

A CSMS (Cargo Systems Messaging Service) update received last night offered two key clarifications:

Reciprocal tariffs are eligible for drawback. If you manufacture using imported articles and then export or re-export the finished goods, pursuing drawback may be worthwhile.

Goods in transit as of midnight are exempt — provided they arrive in the U.S. for clearance no later than May 27. This clarification helps close the gap on timing confusion.
