Increased reciprocal tariffs are now in place, and August is shaping up to remain the leading month for tariff activity. Adding to the developments: Brazil’s IEEPA tariffs of 40% became active this week, copper is now subject to 50% under Section 232, Indian imports are scheduled to face a 25% penalty tariff on Russian oil by month’s end, and China’s reciprocal rates may adjust next week—meaning the heat of summer is being felt by U.S. importers.

On August 7, the primary tariff impact came with the shift from a 10% reciprocal tariff to country-by-country rates for many nations (see chart), including EU member countries—raising eyebrows that 15% may quickly become the new baseline. These enhanced reciprocals are effective August 7 but include a delay for goods already on the water (loaded on their final vessel prior to that date). EU member countries are seeing a 15% cap on reciprocals for low-duty imports; items with a general duty above 15% will be subject to full reciprocal treatment. The European Commission website indicates that a list of commodities has been agreed upon for exclusion, though no guidance has been issued for goods beyond those existing exclusions.

With multiple trade agreements still under negotiation, there remains potential for further tariff adjustments. For countries currently facing higher tariffs, reductions may be possible if objectives like the elimination of non-tariff barriers are met. China’s bumpy path toward a 125% reciprocal high is expected to be revisited around August 12. While general press comments suggest talks are progressing well, there is concern about a possible return to the previous 34% rate—originally imposed before escalations to 84% and 124%.
