The OCEANAIR Current

OCTOBER 1, 2026

The Weekly Current

Compliance

Phase 3 opens with the CAPE (Consolidated Administration and Processing of Entries) system on October 6 for any importer who filed a lawsuit with the Court of International Trade to recover fully liquidated IEEPA refunds. Those with filings submitted prior to July 30, 2026, will be eligible to submit claims. CBP has not laid out a firm roadmap for future enhancements, with non-plaintiff liquidated and special-circumstance entries still left to be refunded.

The Administration’s trade goals have seemingly been offsides when it comes to Canada and China. An exclusive will explore recent changes, with puck drop this afternoon.

Ocean

China’s Golden Week is now underway. Approximately 1.1 million TEU of vessel capacity was recently reported waiting offshore across Shanghai, Ningbo, and Yantian for space to berth following typhoon-related port disruptions. Although ports remain operational during the October 1–7 holiday, widespread factory closures and reduced inland logistics activity could create a surge of cargo when normal operations resume. With carriers expected to cancel sailings representing roughly 18% of scheduled transpacific capacity during the week of October 12, the post-holiday rebound could add further pressure to already disrupted schedules.

Ground

The U.S. truckload market is now beginning to emerge from the most volatile phase of its latest pricing and capacity reset. A calmer market will not mean cheaper freight, as shrinking capacity and significantly elevated operating costs—including the price of diesel and higher wages and benefits for drivers—establish a higher floor beneath rates heading into 2027.
